POSITION: PROGRAM MANAGER, VOLUNTEER INCOME TAX ASSISTANCE (VITA)

SUPERVISES: VITA SITE COORDINATORS AND VITA VOLUNTEERS 

REPORTS TO: FINANCE & ADMINISTRATION MANAGER 

STATUS: PT/TEMPORARY/NON-EXEMPT 

LOCATION: DUNKIRK & JAMESTOWN, SOME REMOTE WORK POSSIBLE 

COMPENSATION: $20-$25/HOUR 5-25 HOURS PER WEEK / OCTOBER THROUGH MAY 

PROGRAM DESCRIPTION: The VITA (Volunteer Income Tax Assistance) Program offers free tax help at its sites to people who cannot afford paid professional assistance. Volunteers help to prepare basic tax returns for income eligible taxpayers, including people with disabilities, those with limited-English proficiency and senior citizens. Assistance is provided at community and neighborhood locations with electronic filing to the Internal Revenue Service for all participants. The program allows working, income eligible individuals and families to take advantage of state and federal tax credits such as the earned income tax credit, child tax credit, and various tax adjustments and deductions. 

POSITION SUMMARY: The VITA Program Manager is responsible for overseeing, managing, and coordinating the VITA program in Chautauqua County. They will serve as the intermediary between the local United Ways and the IRS, Site Coordinators, funders, volunteers and other community partners. The manager will be responsible for ensuring the program continues to reach lower income households throughout the County providing cost free, secure, accurate, and timely tax preparation and financial stability services to aid families and communities. The VITA Program Manager will report to United Way Finance and Administration Manager, as well as work in close partnership with the Executive Director of Southern Chautauqua County and the Executive Director of Northern Chautauqua County as program hosts. 

KEY RESPONSIBILITIES / ESSENTIAL FUNCTIONS: 
• Oversee, manage and train volunteers and site coordinators. 
• Ensure that all VITA sites are compliant with program requirements, have sufficient technology, and are adhering to established VITA security/privacy requirements. 
• Implement procedures and best practices to ensure quality, accuracy, and security, of tax returns as well as successful IRS & grant partner audits. 
• Coordinate scheduling with remote sites, volunteers and equipment. 
• Monitor and provide reports on site production to ensure goals are on track to be met. 
• In coordination with VITA site coordinators implement site procedures to ensure successful IRS & grant partner site audits and post-tax season audits. 
• Keep informed of changes in tax law and convey changes to volunteers; understand and be capable of researching tax code. 
• Serve as site coordinator as needed to fill vacancies or time off. 
• Develop and execute a volunteer recruitment plan. 
• Outreach in the community to grow the program as a strong ambassador for the VITA program and United Way. 
• Act as point of contact with IRS officials and other external partners and funders. 
• Maintain tax preparation software, manage users. 

POSITION REQUIREMENTS: 
• Complete training for and obtain advanced tax preparation certification, other specialty areas offered, site coordinator certification, and attend all IRS required trainings. 
• Preferred experience of three (3) years in tax preparation and quality review of tax returns prepared by others. 
• Strong communication and administrative skills including excellent interpersonal skills to interface with volunteers, partners and program participants in a supportive manner.
• Possess computer skills and ability to use virtual tools. 
• Valid Driver’s license and personal vehicle, countywide travel is required. 

WORK ENVIRONMENT, SCHEDULE AND PHYSICAL DEMANDS: Program manager will work in a variety of settings, and some travel across Chautauqua County may be required to visit or assist sites. Work-flow will begin during the fall to focus on volunteer recruitment, Site set up, and development of the onboarding and training plan. Volunteer training can run December and continue through January. Regular work will begin in January as tax preparation services begin. Program manager will aid in arranging tax prep sites and may be required to do some lifting and moving of office furniture and electronic equipment. Working hours will vary but will be consistent with times that VITA sites are in operation, mostly weekends and evenings throughout the tax season, January-April. 

COMPENSATION: Grant funded position, hourly range for qualified candidates is $20-25.
